placing an embargo on her supplies of food and of Chinese labour.
Some time ago the General Managers of the
Green Island Cement Company asked this Government to prohibit or
at any rate to tax the import of the cement of the Canton Cement
Works as a counterstroke to the embargo on the export of limestone.
I am not prepared to recommend such action, which would violate the
freedom of this Port. But if no other means can be found of bring-
-ing the Authorities at Canton to reason and you desire that this
Government should resort to retaliation I am prepared to do my
best to give effect to your wishes.

P.S.
I have just been informed by the General Managers of the Green Island Cement Company that the resumption of quarry-
-ing of limestone for the manufacture of lime for use in
the local padi-fields has been permitted. I am seeking
evidence on the point.
I may add that I have furnished Sir J. Jordan with a copy
of this Despatch.
